A project promoted as a way to revitalize the city in western New York has drawn the attention of federal investigators, who are examining how money and contracts have been distributed.

Sajmir Alimehmeti tried on multiple occasions to travel to Syria to fight for the Islamic State, according to law enforcement officials, who built a case against him over 18 months.
Seward Park, on the Lower East Side, is surrounded by high fences and accessible through only three gates, one of which is often locked. It is among the eight parks that the city will overhaul to make more welcoming.
