Kang Sok-ju, Nuclear Negotiator for North Korea, Dies at 76

Mr. Kang, a top foreign policy aide of Kim Jong-il, was known for a 1994 agreement with the United States that fell apart after accusations that North Korea was secretly pursuing uranium enrichment.
